New UDOIT accessibility scoring system

After discussion within the digital accessibility working group, we have arrived at new scoring settings for the accessibility tool UDOIT on residential Canvas. The UDOIT tool provides Canvas sites with a percentage score rating digital accessibility compliance. The specifics of the calculation can be determined by school level settings.

Relative to the UDOIT defaults, the important changes we have made are that page structure and styled headings are now considered High importance, as opposed to Medium. If media is embedded using anything other than Panopto, that is also flagged with High importance.
